Why the custody figure matters
Informal collection has no equivalent number at all. Waste leaves a compound and its destination is unknown — which is precisely what makes roadside and wetland dumping so cheap.
On this platform a collector cannot close a job without naming the licensed facility that received the load. The percentage above is how often that actually happened.

About these figures
Weights are recorded by the collector at the point of collection, and cross-checked
against a weighbridge or site ticket where the receiving facility issues one.
Diversion counts material collected as a recyclable or compostable stream; it does
not claim that every kilogramme was ultimately recovered, because the platform
cannot observe what happens inside a recycler's gate. Where we cannot verify
something, we do not report it as verified.
